On April 11-12, the High Level Forum on the Development of Intelligent Electric Vehicles (2026) was held in Beijing. Industry leaders, enterprise leaders, and experts and scholars, including former Deputy Minister of Industry and Information Technology Su Bo, Secretary General of the China Association of Automobile Manufacturers Cui Dongshu, and Chairman of NIO Li Bin, gathered together to conduct in-depth discussions on core issues such as technological innovation, industrial chain upgrading, and market development. It was clarified that the current electric vehicle industry is gradually bidding farewell to the "price war" and entering a new stage of "value war" centered on technological system competition.


At the forum, Su Bo, Deputy Director of the Strategic Advisory Committee for Building a Strong Manufacturing Nation and former Deputy Minister of the Ministry of Industry and Information Technology, pointed out that the current development of new energy vehicles still faces multiple challenges, including bottlenecks and weaknesses in core technologies, increasingly fierce global competition, insufficient resilience of industrial and supply chains, and irregular market competition order. The governance system urgently needs to be further improved to meet the high-quality development needs of the industry.


In terms of market development, Cui Dongshu, Secretary General of the China Association of Automobile Manufacturers (CAAM), released forecast data for the automobile market in 2026, predicting that the total wholesale volume of automobiles for the year will reach 34.8 million units, a year-on-year increase of 1%; The wholesale sales of new energy passenger vehicles are expected to reach 17.3 million units, a year-on-year increase of 13%, demonstrating strong industrial growth momentum. Meanwhile, the export volume of domestic automobile manufacturers is expected to reach 6.5 million vehicles, a year-on-year increase of 13%, and the export market has become an important engine driving industrial growth.


Technological innovation and cost optimization have become the focus topics of this forum. NIO Chairman Li Bin stated that battery and chip costs account for 50% of the total vehicle cost. The current problem of inconsistent battery cell specifications and highly fragmented chip systems seriously restricts the industry's cost efficiency and long-term competitiveness. The standardization of battery cells and chips will bring over 100 billion yuan in cost reduction space to the industry. Yu Kai, founder and CEO of Horizon Robotics, revealed that Horizon Robotics is about to release the "Starry Sky Series" cabin driving integrated intelligent agent chip solution, which can integrate the complex calculations of two independent hardware sets into one chip, realizing the central integration upgrade of AI on the vehicle side, enriching the interaction scenarios and service capabilities of the cabin.


The transformation of industrial competition logic has become a consensus in the forum. Feng Xingya, Chairman of Guangzhou Automobile Group, stated that in the past, leading one technology could win users, but now industry competition has shifted to the advantage competition of technology systems that integrate chips to operating systems, batteries to AI. Professor Ouyang Minggao from Tsinghua University further pointed out that when the penetration rate of new energy vehicles exceeds 50%, competition will shift from single technology competition to technology system competition. Enterprises need to build a full technology chain "moat", focusing on key directions such as whole process safety and full climate supercharging.


During the forum, multiple companies simultaneously disclosed their latest layouts: Zhang Bo, CEO of Didi Autonomous Driving, unveiled the new generation Robotaxi model, which has partnered with GAC Aion and was officially delivered and started road testing in January this year; Miao Qin, Vice President of JD Group, revealed that JD's new "National Good Car" cooperative brand is Deep Blue Automobile under Changan Automobile, which will further expand the market for affordable electric vehicles. In addition, Tesla recently announced that the fully autonomous driving supervision mode (FSD Supervised) has been approved in the Netherlands and will be officially launched soon.
